The Business Continuity Management Office (BCMO) works for the International Monetary Fund (IMF) at large implementing the enterprise wide Emergency Management and Business Continuity (BC) Program. The Disaster Recovery Specialist (DRS) is responsible for assisting State efforts to develop, implement and coordinate disaster recovery plans and tests for all mission-critical IT environments. The Disaster Recovery Specialist is responsible for working with State agencies to develop, test, evaluate and implement disaster recovery plans and ensure system recovery efforts are accomplished within defined timeframes.

SUMMARY:
Responsible for the development and implementation of business continuity (mission critical processes) and disaster recovery (systems recovery) plans, which support business resiliency objectives for the organization.

ESSENTIAL FUNCTIONS:
Ensure that BCP efforts for the command meet Information Assurance (IA) standards, policies, and objectives as defined in:
•DOD Directive 8500.1, Information Assurance (IA)
•DOD Instruction 8500.2, IA Implementation,
•NIST 800-34 Contingency Planning Guide for Federal Information Systems and other DOD and DON related policies.


Promote management standards and industry best practices while coordinating the design and implementation of the organizations (Data Center) Business Continuity Plan (BCP) focused on sustaining the organization’s mission/business processes during and after a disruption.

Support maintenance of the organizations Continuity of Operations (COOP) Plan focused on restoring the organization’s mission essential functions (MEF) at an alternate site and performing those functions for up to 30 days before returning to normal operations.

Guide development and maintenance of the Information System Contingency Plans (ISCP) providing procedures for the assessment and recovery of a system following a system disruption. The ISCP provides key information needed for system recovery, including roles and responsibilities, inventory information, assessment procedures, detailed recovery procedures, and testing of a system.

Maintain supporting program documents and plans including the Crisis Communications Plan, Cyber Incident Response Plan (CIRP) and Occupant Emergency Plan.
Facilitates risk assessments to evaluate potential threats to organization viability, information security/recovery, and physical security.

Provide guidance in identifying and defining critical systems and time-sensitive areas and assesses potential business impacts.

Recommend / support development of recovery strategies and solutions for team consideration.

Involves key stakeholders and management in systems or strategic discussions and documents resolution. Coordinates / facilitates Continuity Working Group in maintaining and expanding continuity capabilities.

Assists management in documenting procedures, training materials and policies supporting program requirements.

Develops and facilitates table-top testing scenarios with business system and hosting center owners for all plans including the ISCP and CIRP on annual basis.

Able to successfully facilitate and document systems BC-DR exercises with system support teams.

Provides meaningful status reports. Excels in updating management on relevant progress of assignments & issues; contributing to team efficiency.

Conducts research projects upon request.

MINIMUM QUALIFICATIONS

Bachelor's degree in Computer Information Systems or Engineering required.

BC-DR Certification is strongly desired (ABCP, CFCP, CBCP, MBCP, CBCI, AMBCI, SBCI, or MBCI).

Experience in DoD / DoN Information Assurance programs.
Demonstrated proficiency in following instructions, problem solving, proof reading, quality assurance, analytical skills, and MS Office products and experience working with various systems.

Basic Qualifications & Interests

  • Bachelor’s Degree and at least 7 years of experience in IT or Disaster Recovery and Business Continuity OR a High School Diploma/GED and at least 10 years of experience in IT or Disaster Recovery and Business Continuity,
  • Required certification in DRII (Disaster Recovery Institute International) or BCI (Business Continuity Institute) as granted by DRI International and Business Continuity Institute.
  • At least 5 years of experience in Disaster Recovery defining Recovery objectives, gathering and documenting business and application requirements and developing technical requirements, and developing recovery solutions.  
  • Experience gathering business and technical requirements and communicating them to business and technology staff to provide executable recovery solutions to the business.
  • Experience operating as a liaison between the business, technology groups and vendors.
  • Experience communicating conceptual and technical information.
  • Experience translating technical data into business impact information and vice versa.
  • Experience with project management (for example: planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives).
  • Experience delivering training/ education programs for emergency preparedness.
  • Available for on-call coverage during evenings, weekends, and holidays.
  • At least 2 years of experience in indirect management of team members, including assisting in the development, training and assignment of work/projects to other team members.
  • Willing to travel at least 10% of the time for business purposes (within state and out of state).
