911 Testing

Has anyone out there tested their 911 system to insure accurate address information? Just calling 911 for this can get you a fine so we tried calling the FCC and were told to arrange the testing with each county, in California that’s a lot of counties. The counties told us we’d have to contact each individual police department to arrange testing and it still won’t guarantee an officer won’t show up and issue a fine. Has anyone gone thru this in California?
