The regular General Membership
Meeting of the MidAmerica Contingency Planning Forum was held on Thursday,
January 20, 2000, at St. Louis County Police Office of Emergency Management,
beginning at 3:00 p.m.
President Roeseler welcomed
all the members and guests to the meeting.
He introduced everyone present to the new Board members serving for the
year 2000.
Program Director Mike Smiley
provided an update to the upcoming year’s program.
Mike commented that meeting locations were needed.
The February meeting will be held at the Edward Jones location at
Maryville Center. A partial program
schedule was available to members as they signed in.
Our new Membership Director,
Deane Adam, mentioned to the group that she was working on a solicitation letter
to send out in an attempt to increase our membership. The annual membership renewal letters were mailed out, and
members are encouraged to send in their renewal applications and payment to
Angie Swartz so their membership will remain current.
New business was the next
topic.

Several handouts were available … Winter 2000
Disaster Recovery Journal, Spring DRJ Conference information, Survive Conference
material, IBM’s annual conference, and the annual SEMA conference at Tan-Tar-A
Resort.

President Roeseler encouraged the members to
consider attending the annual SEMA conference.
This will be held from April 23-26, 2000. MCPF is on the agenda to discuss public and private business
partnering. A few of the general
session/workshop topics include Keeping Balance in the Workplace, Mitigation
topics, Kansas Tornadoes, Search and Rescue Efforts in Turkey, and many others.
The registration fee is $80 and covers breaks, speaker expenses, lunch on
Monday, and dinner on Tuesday. Additional

Rich Arnold of DRJ donated a flood videotape to be
raffled off at the meeting. Names
of all in attendance were put in a drawing to be held at the end of the meeting.
The winner of the video was Frank Arnoldy of City of Crestwood Police
Department.
The
next item of business was the featured topic.
Joe Randazzo, Inspector Chief of the St. Louis County Police Office of
Emergency Management discussed “What are Local Damage Assessment Procedures
& Building Ordinances”. Mr.
Randazzo gave a brief history of his experience in this field and how his
function relates to emergency management. Basically,
until a disaster strikes, these procedures and ordinances are little-known and
less-cared-about facts!!! A few
questions presented for thought included:
What does your city require?
Do they contract with St. Louis County?
If so, what services will you receive?
What is your responsibility?
Are you prepared to meet these responsibilities?
Joe
reviewed several ordinances currently in place and discussed some comment safety
inspection questions. The SAVE
Coalition was discussed. SAVE is
Structural Assessment & Visual Evaluation of Buildings and Vertical
Structures. The objective of this
coalition is to “assist the Missouri State Emergency Management Agency in the
execution of responsibilities with respect to use of qualified volunteers in
emergency assessment of buildings following a catastrophic event.”
The
purpose of safety inspections are … determine any eminent danger; perform
rapid damage assessment inspections. Missouri
State offers Volunteer Inspector Training to individuals meeting certain
qualifications to assist in the inspection of buildings damaged in a
catastrophic event. A few public
safety issues include occupancy of unsafe buildings, need for damage repair
permits, identification of severe damage, and long-term safety effects.
Mr. Randazzo completed his presentation by providing some facts regarding
past events and probable future activities and fielded questions from the
audience. A copy of Joe’s

Following
the presentation, President Roeseler thanked Joe for his time and efforts in
presenting information on a very important topic.
The
next General Membership Meeting is scheduled for Thursday, February 17, 2000, at
Edward Jones. Announcements will be
distributed in early February.
There being no further
business, the meeting was adjourned at 4:45 p.m.
