The regular General Membership Meeting
of the MidAmerica Contingency Planning Forum was held on Thursday, March 21,
2002, at the Mid-County Branch of St. Louis County Library, beginning at 3:00
p.m.
Vice President Dean Donley welcomed
everyone to the meeting and introductions around the floor were made by
all.
The minutes of the February Meeting
were not available for review.
Secretary Bathon indicated the minutes would be available for review to
the overall membership the following week.
Program Director Harlan Dolgin reviewed
the 2002 Program and polled the group as to their feelings about a panel
discussion regarding 9/11/01 recovery.
Everyone expressed interest and Harlan will go ahead and schedule the
members of the panel for the April meeting.
Status of our membership renewal
process for 2002 was discussed. Mr.
Donley commented that applications were available at the sign-in table for
anyone that did not receive their renewal notice or any guests interested in
joining our group.
New business was the next topic. Upcoming events in the business continuity
world were discussed. These included:
Vice
President Donley then moved to the featured presentation – Terrorism in Missouri – Can it Happen Here?. Our featured speaker was Special Agent R.
Alan Luvin of the FBI, St. Louis Division.
Mr. Luvin has been with the FBI since 1982 in various offices across the
nation. From 1996 until March 2002, he
was the St. Louis Coordinator for the National Infrastructure Protection
Program, Key Asset Initiative Program and InfraGard Program.
¨ The definition
of terrorism is – Unlawful use of force or violence against person or property
to influence or intimidate a government, civilian population, or any segment
thereof, in furtherance of political or social objectives.
¨ Domestic
violence is groups or individuals operating entirely inside the U.S. attempting
to influence the U.S. Government or its population.
¨ Threat of
terrorism is real and it can happen in Missouri.
¨ Current
threats emanate from three sources:
¨ Left-wing
terrorists
¨ Special
interest groups
¨ Right-wing
terrorists
¨ Actual local
targets were discussed, i.e. Gateway Arch, Boeing facility, etc.
¨ Funding to
terrorists comes from various sources, such as financial institutions or
special interest groups.
¨ A few
well-known “terrorist” groups include PETA (People for the Ethical Treatment of
Animals), ELF (Earth Liberation Front), Sierra Club, Army of God, Environmental
Rangers, ALF (Animal Liberation Front), Greenpeace, EMETIC (Earth First).
¨ These groups
are serious, organized, dedicated, maintain no “membership lists”, but into the
ideology of the group, provide information through the Internet, and sometimes
directs its “members” to travel to foreign countries for training.
¨ Some organized
terrorist groups manage legitimate charitable organizations and collect
funds. However, some members may funnel
funds for illegal purposes unbeknownst to the group or to the top managers.
¨ Terrorist
indicators are Ideology and Extremism.
Overall, it all boils down to one word – HATE.
¨ A sampling of
Right-Wing terrorists include – White Supremacists, Posse Comitatus, Common Law
Courts, Sovereign Citizens, Secessionists, certain militias.
¨ A sampling of
Special Interest Groups include – PETA, anti-abortion groups, animal rights
groups, environmentalists.
¨ The FBI
encourages all citizens to report any suspicious activity, regardless of how
minor you may think it is. Even the
smallest bit of information is important.
¨ The FBI has a
service providing threat warnings to security-related professionals referred to
as “awareness of national security issues and response”. If you’re interested in receiving these
warnings, you can send an email to ANSIR@LEO.GOV or call your local FBI
office and request your name be added to the distribution list.
Mr.
Luvin fielded questions from the group.
Following the question/answer session, Vice President Donley thanked
Alan for his informative presentation and gave him an MCPF shirt as a thank-you
gift.
The
next General Meeting will be held on Thursday, April 18, 2002, beginning at
3:00 p.m. The topic will be What can we learn from the World Trade
Center Tragedy? – 9/11 Panel Discussion. Program Director Dolgin is working on the panel.
There
being no further business, the meeting was adjourned at 4:40 p.m.
