The regular General Membership Meeting of the MidAmerica Contingency Planning Forum was held on Thursday, April 19, 2001, at Union Pacific Technologies, beginning at 3:00 p.m.

President Emeritus Tom Roeseler welcomed everyone to the meeting and introductions around the floor were made by all present. He thanked Carl Brooks and Jim Clemens of Union Pacific for hosting the meeting.

The minutes of the March General Membership meeting were reviewed. There were no issues with the document as presented.

Program Director Mike Smiley was unable to attend the meeting. A program update was unavailable, but Anna Bathon indicated she would get an updated Program Schedule and distribute it with the minutes of this meeting.

New business was the next topic. Michelle Saab of Disaster Recovery Journal commented on the Fall DRJ conference and provided copies of the latest DRJ issue for all. Tom Roeseler commented on the just-completed SEMA-MEPA conference at Tan-Tar-A Resort. He indicated that MCPF had led a session with Mike Smiley and Angie Swartz as presenters. Mike discussed preparation of public service providers and their own plans for recovery of their existing facilities while Angie discussed the fundamentals of business continuity. Tom felt the presentation was well-received by everyone.

Following new business, the meeting moved to the featured presentation - Partnerships for Critical Infrastructure Security. Jim Clemens, Director of Contingency Planning at Union Pacific, was the key speaker. Carl Brooks commented on historical facts of the railroad industry and Union Pacific specifically. Following Carl, Jim discussed critical infrastructure security, highlighting the following areas:

· Types of critical infrastructure
· Definition of a "threat"
· National level initiatives in progress:
· President's Commission on Critical Infrastructure Protection (PCCIP)
· Presidential Decision Directive 6.3 (PDD63)
· Critical Infrastructure Assurance Office (CIAO)
· National Infrastructure Assurance Council (NIAC)
· National Infrastructure Protection Center (NIPC)
· Information Sharing and Analysis Center (ISAC)
· National Plan for Information Systems Protection
· Points on how all these groups are related to the Government
· The Partnership for Critical Infrastructure Security (PCIS):
· PCIS Mission Statement (purpose)
· Who can join the PCIS?
· Background of PCIS
· Governance - comprised of all volunteers
· What is the PCIS working on? Consists of six working groups
· PCIS organization chart
· Operating principles

A copy of the presentation is available by contacting Secretary Anna Bathon and she will get a copy to you. Following the presentation, Vice President Woerther thanked Jim and Carl for their informative presentation. A thank-you gift will be delivered to Jim for speaking to our group.

The next General Meeting will be held on Thursday, May 17, 2001, beginning at 3:00 p.m. Announcements will be distributed once all details have been confirmed.

There being no further business, the meeting was adjourned at 4:55 p.m.
