The regular General Membership Meeting of the MidAmerica Contingency Planning Forum was held on Thursday, October 21, 1999, at Enterprise Rent-A-Car, beginning at 3:00 p.m.

 

Vice President Woerther welcomed all the members and guests to the meeting.  He also thanked Membership Director Angie Swartz and Enterprise for hosting the meeting.  Everyone present introduced themselves to the group.

 

The minutes of the September 21 meeting were reviewed and approved.

 

Treasurer Randy Till provided the group with the Treasurer’s Report.  Currently, there are balances of  $2,146.00 in savings and $2,363.00 in checking.

 

The location for the upcoming November meeting has not yet been confirmed.  The presenter for this meeting will be Patrick McCarthy with Special Services.  He will talk on NBC (nuclear, biological, and chemical) Terrorism.  Announcements will be sent to the memberships as soon as we can confirm a location.

 

Membership continues to grow.  For any new members going forward into year 2000, please contact Angie Swartz at 314.512.2898 or Randy Till at 314.275.6593.

 

President Emeritus Bonno briefly discussed the upcoming Board elections, to be held at the November General Meeting.  He continues to solicit candidates for the slate of nominees; and names can be accepted up until the meeting time.  The election will be held on November 18 with all members in good standing present at the meeting eligible to vote.  Results of the election will be announced at the December meeting.  An updated slate will be mailed to the members before the November meeting.

 


New business was the next topic. 

1.       Materials on the Spring ‘2000 DRJ Conference and the Fall ’99 DRJ magazine were available.

The next item of business was the featured topic.  Captain Frank Herrick of the Clayton Fire Department discussed “America Burning (1999)”.  Captain Herrick gave an executive summary and discussed how the fire problem in the U.S. is one of the worst in the industrialized world, on a per capita basis.

 

·         To put things in context, the annual losses from floods, hurricanes, tornadoes, earthquakes, and other natural disasters combined in the U.S. average just a fraction of the losses from fires.

·         The public in general, the media, and local governments are generally unaware of the magnitude and seriousness of fire to communities and to the country.

·         U.S. has one of the highest fire death rates in the industrialized world.

·         Between 1993 and 1997, an average of 4,500 Americans lost their lives and another 26,500 were injured annually as the result of fire.

·         Overall, about 100 firefighters are killed each year in duty-related incidents; fire kills more Americans than all natural disasters combined; is the third leading cause of accidental death in the home; about 80% of all fire deaths occur in residences.

·         Many fires go unreported while about 2 million are reported each year; direct property loss due to fires is estimated at $8.5 billion annually.

·         Despite encouraging decline in the annual number of fire deaths in the U.S., fire-related death rate in the U.S. is still one of the highest among industrialized nations.

·         Sprinklers were invented by an American to protect his piano factory; until the 1940s and 1950s, sprinklers were installed almost exclusively to protect warehouses and factories.

·         Aside from fire fighting and explosion fatalities, there has never been a multiple loss of life in a fully-sprinklered building due to fire or smoke.

·         Individual lives have been lost when victim, clothing, or immediate surroundings become the fire source.

·         Sprinklers may be most reliable fire protection system known.

·         A few comments on the Incident Command System:

·         Try to meet with authorities before an incident to be familiar with each other.

·         Each will have different concerns; therefore, everyone must work together throughout the incident.

·         Following a fire, carbon monoxide content will be increased.

·         Building management is responsible for obtaining structural approval before tenants can re-enter buildings.

 

Captain Herrick fielded questions from those present and showed some items retrieved in fires to give some idea of the damage that can be caused.  The National Fire Protection Agency has a website with access to quite a bit of valuable material and information.

 

There being no further business, the meeting was adjourned at 4:45 p.m.
