Kelvin “Kelly” Kelkenberg serves as director of the National Preparedness Division of the Department of Homeland Security’s Federal Emergency Management Agency for Region IV. Kelkenberg oversees the region’s Continuity of Operations Program, Remedial Action Management Program, the Program Coordination Branch and the Technical Hazards Branch involving emergency preparedness activities for 17 commercial nuclear power plants and two chemical weapon stockpiles located in the Southeastern United States.
