Getting Beyond Just An Emergency Response Plan

Almost without exception, all federal, state, and local governments, water districts, and educational districts/institutions are trained and ready to respond to an emergency. This has not come about by accident. Through the years each has developed and extensively documented their procedures into an emergency operations type plan. Furthermore, those plans have been tested time and time again, both in tabletop exercises, drills, and in real life situations. Despite their extraordinary ability to effectively respond, most public organizations are not ready to recover and resume the delivery of the various services they are chartered to deliver. These are the services that on a day-to-day basis they deliver to their citizens.
